Steps To Getting Your KY License
Steps from Kentucky Learners Permit to KY Driver License
Having a driver’s license is a big deal! You don’t have to begrudge the process of obtaining one, but enjoy the steps to getting your license instead! You only need to go through three important phases before the state of Kentucky will hand you over that prized card which holds a lot of responsibilities:
Phase 1: The Permit
Pass the Permit Test!
- ✔ Prepare and study to receive your learner’s permit!
- ✔ You’ve turned 16 (or have been for a while), you can now take the written and visual driving tests to obtain your permit.
- ✔ Be sure you bring your social security card, an original or certified birth certificate and proof of residence to your testing site. Any utility or property tax bill, and postmarked letters which include your driver's name and current address will qualify for proof of residency. Make sure they have your physical address and not A PO Box on them, only documents with your physical address will be accepted.
- ✔ If you are under 18, then a parent or guardian must sign your application as well take financial responsibility for you. Make sure your legal guardian brings a certified copy of guardianship papers with them!
- ✔ Those under the 18 are also responsible for bringing their School Compliance Verification Form issued by their school. This pertains to the No Pass / No Drive Law -KRS 159.051 which was effective 8/1/2007.
You’ve Passed the Permit Test!
- ✔ If you are under 21, you will have to use the permit for a minimum of 180 days. If you are over the age of 21, then you only have to use the permit for a minimum of 30 days.
- ✔ You can now legally drive - but only if there is a licensed adult (someone age 21 or older) sitting in the front passenger seat with you.
- ✔ If you are under 18, then get behind the wheel and start practicing! You must complete a minimum of 60 hours, 10 of them at night. Include all of your hours in a Practice Driving Log and Verification Form.
- ✔ Those of you 18 and under are NOT allowed to drive from Midnight to 6:00 am unless it is a serious emergency, school or work related predicament.
- ✔ If you are under 18 and received a traffic ticket for a moving violation, under KRS 186, 189, 189A, you will have to wait another 180 days until you will be able to take the exam to get your intermediate license.
- ✔ A permit holder under the age of 18 cannot operate a motor vehicle with more than 1 unrelated person under 20 years old in the vehicle.
- ✔ Never drive under the influence of drugs or alcohol.
- ✔ For those under 18, you must complete one of the following New Driver Education Programs before applying for a full unrestricted license:
- A 4-hour Graduated License Course provided by the Kentucky Transportation Cabinet in your home county.
- A High School Drivers Ed Course or a similar from a Kentucky Community College, Job Corps or Vocational School.
- A private driver training course which is approved by the Division of Driver License.
- An online Graduated Licensing Course at:

- ✔ You, as well as all KY drivers are subject Kentucky’s point system. Those under 18 years old can have their driving privileges suspended if they accrue more than 6 points, and those over 18 can have it suspended if they cumulate 12 or more.

If You Do Not Pass the Permit Test:
- ✔ You can take it again! You can give yourself time to study and practice, or take it the next available testing day.

Phase 2: The Intermediate License
- ✔ Once you’ve held your permit for the allotted amount of time, you can then apply for your Intermediate License and also take the determining factor: the driving skills test.
- ✔ Check your county’s Circuit Clerk’s Office for testing times and locations. You may need to make an appointment.
- ✔ Bring proof of liability insurance for the car you will driving for your driver’s test. Also make sure it is registered!

After You Pass the Skills Test:
- ✔ Those 18 and under will receive an “Intermediate License” sticker on their drivers permit license by the Kentucky State Police driving examiner.
- ✔ Those 18 and older will now be eligible for the full unrestricted license… as long as the Driver Education Program has been completed.
- ✔ You must drive with an Intermediate license for a minimum of 180 days.
- ✔ As before, you are still not allowed to drive between 12 midnight and 6 a.m. unless there is a solid emergency, school or work related predicament.

- ✔ You can take the test SIX (6) times. If you happen to fail 6 times, then you must wait another six months before trying again. You only get TWO more attempts afterwards, so make them count!
Phase 3: The Full Unrestricted License
- ✔ If you are under 18, completed a new driver education program and have held the intermediate license for at least 180 days, then you are ready to apply for a full unrestricted license!
- ✔ If you are 18 and over, completed the new driver education program and held the permit or intermediate license for at least 180 days, then YOU may apply for a full unrestricted license!

- ✔ You will be issued a distinctive “Under 21” license if you are under 21.
- ✔ Never drive under the influence of drugs or alcohol - defined as .02 Blood Alcohol Concentration.

Kentucky Online GDL FAQs
Kentucky State developed a program for new drivers to help them become safe and responsible drivers. The system consists of four phases, where each stage gradually exposes a new driver to the intricacies of the rules of the road as well as driving skills. Kentucky takes great pride in teaching young and/or new drivers good judgement, driver education and road regulations proven to reduce the state’s somewhat high teen-age auto accident and fatality rate.
No matter what age you are, you can only apply for an Intermediate License after you’ve carried a permit for a minimum of 180 days without any moving violations. They are good for 3 years, and can be renewed after 3 years have passed.
Yes. The GLP course must be completed within 1 year of your license issue date.
If you have a permit and are under 18, then you cannot drive between 12 midnight and 6:00 AM.
If you get more than 6 points on your driving record, then your license could be suspended and you will also have to restart the 180 day waiting period before you can apply for your unrestricted license. The Transportation Cabinet may also schedule you for a hearing.
You will lose your license until your 18th birthday or the appropriate suspension period, whichever is longer. If you are over 18, then you will be suspended for six months to two years depending on how many offenses you committed.
When you hear that 0.02 Blood Alcohol Content is 'zero tolerance', it means you can NOT drink any alcohol and drive, no matter how old you are. Your license will be suspended for 30 days to 6 months. You will also have to pay a large fine and complete at least 20 hours of community service. You may have to take the written and vision test to be re-licensed.
If you want to legally drive, then yes, you need to take the GLE course. Those with permits and are under 18 must complete it before they will be eligible for the full unrestricted license.
The GLD course is offered at no cost by the Transportation Cabinet for permit holders under age 18. Certified private driving schools may charge a fee.
Yes. You or your school can mail a copy of the certificate and/or transcript to the Division of Driver Licensing.
The course is designed for a 4-hour class for new drivers with the emphasis on driver safety, responsibilities and decision making. Laws, rules, regulations, licensing, seat belt safety, drinking and driving, and other driving skills are discussed. Hands-on driving techniques are NOT included at this time.

The Parent/Guardian/Coach Role
For new drivers under the age of 18, it will be up to their parent or guardian to deem them “ready” to drive. If this is YOU, then your teen will need your signature to apply for a permit or license. You will be partially responsible for any damages, so make sure your teen is indeed ready to drive. You will have to sign guardian documents at the Circuit Clerks office in front of a witness for verification and have your teen’s birth certificate or legal guardianship papers with you at that time.
The guardian can withdrawal responsibility at any time. There is a specific form you will need to sign at the Circuit Clerks office if you decide to do so. Just note, your teen’s permit or license will be immediately cancelled until someone else takes over responsibility and signs another form.
The Parent/Guardian/Coach Contract
As a guardian, you will be responsible for allowing this new driver unto the roads ahead. The first step, which may or may not be something you are looking forward to, is spending 60 hours of practice driving with them, 10 of those hours being at night. You must document these house on the Driver’s Log and bring it in before your young one can continue on to the Intermediate License phase.

If you do not know by now, you play a very key role in the success and safety of your teen’s driving skillset and licensing progress. You can also help reduce the number of auto related accidents by being pro-active your driver ed practices.
If your teen received their permit when they were under 18, then they need to complete a Driver Ed program before applying for their full unrestricted license. Once they pass their written test, they will automatically be enrolled in a nearby program by the license examiner. Check your mail for a letter from the Division of Driver Licensing. It will go over the 4-hour program which is offered by the Transportation Cabinet. If your teen did not receive the letter, or if either of you have any questions, then call the Division of Driver Licensing at 501-564-1257.

Kentucky Drivers License Class Types
At the moment, there are the following drivers license types offered in the state of Kentucky:
- Class A. Commercial Drivers License, CDL
- Class B. Commercial Drivers License, CDL
- Class C. Commercial Drivers License, CDL
- Class D. Operators License. Regular Kentucky drivers license. Allows for operation of passenger vehicles, pickup trucks, station vagons, utility vehicles and panel trucks. The weight of a vehicle should not exceed 26,000 pounds and the vehicle should be designed to carry no more than 16 passengers, driver included.
- Class E. Moped drivers license. Allows operation of a moped only.
- Class M. Motorcycle drivers license. Allows operation on motorcycles
- Class N. Non-resident drivers license.
